Grant Released Booking Photos
A booking photograph records a person's appearance during intake. It does not show how the case ended, whether a charge was proved, or where the person is now. Potomac Highlands Regional Jail and Correctional Facility, called PHRJCF, is the usual jail custodian for Grant cases. WVDCR operates that facility and its offender information system. The Grant Sheriff may create an arrest or transport record, but the Sheriff does not operate PHRJCF.
West Virginia official sources reviewed for this project did not establish a rule requiring every booking photo to be posted online. They also did not establish a special statewide mugshot pay-to-remove statute. Public access instead turns on the West Virginia Freedom of Information Act, its exemptions, and the agency record involved. WVDCR Policy 400.02 establishes formal inmate photo records, and Policy 457.02 says staff use OIS or file photographs to confirm identity during release.
A released person normally drops off a current jail search. That loss of visibility does not prove the image was destroyed. WVDCR follows a records schedule, while short-lived duplicates can be discarded after their purpose ends. Request the retained booking record from the right custodian rather than relying on a search screen.
Grant Released Mugshot Channels
Each source answers a different question. Use official custody and records channels first, and match the image to the booking number, date of birth, facility, and case. A photo without those details is weak identity evidence.

The WVDCR search gateway separates Daily Incarcerations, jail search, prison search, and escapee or absconder information. Daily Incarcerations is an admissions product. It is not a released-mugshot gallery, and a dated admission cannot be converted into a release claim.
No Grant Mugshot App Found
No official Grant Sheriff or WVDCR mobile jail app advertising release lists or mugshots was linked from the official pages reviewed. The Sheriff's page links its Facebook presence, but that does not make social posts a systematic archive. A post about an arrest may preserve a picture after the custody search changes, yet it says nothing about bond, dismissal, transfer, sentence completion, or parole unless an official update supplies that fact.
The distinction matters because many county sites elsewhere use vendor apps that show more than the public website. Grant County research found no such endorsed channel. Do not install or recommend a third-party product merely because it uses the Sheriff's name or county label. Check the official Grant County Sheriff page and WVDCR gateway for a current endorsement before treating any app as official.
The absence of a photo from the jail tool is also ambiguous. The image may be withheld, the search may cover current custody only, a spelling may differ, or the person may have transferred. Search by complete identity and confirm the system before requesting the underlying file.
Request Grant Booking Photos
For a PHRJCF booking, direct the request to WVDCR or the facility. Sending it only to the Grant Sheriff can reach the wrong custodian. West Virginia Code §29B-1-3 allows inspection or copying of nonexempt public records when the request is reasonably specific. The custodian must respond as soon as practicable and within five days, excluding weekends and legal holidays, by providing the record, setting inspection terms, or giving a written reason for denial.
- Identify the person with full legal name and date of birth. Add the OIS or booking number whenever known.
- Name Potomac Highlands Regional Jail and Correctional Facility and give a narrow booking date range.
- Ask for the associated booking photograph and the releasable booking and release or transfer record.
- Include case and charge identifiers so staff can match the right event without relying on a common name.
- Ask for an electronic copy and request the statutory basis for each withheld or redacted part.
- Use a separate clerk request for the signed bond, dismissal, sentence, or expungement order.
Policy 142.00 lists a DCR charge of $0.15 for each one-sided page up to 8.5 by 14 inches, plus actual postal cost, paid in advance. The FOIA statute allows actual reproduction cost but not search, retrieval, or employee time disguised as copying cost. An image can still be withheld or redacted under a valid privacy, security, juvenile, victim, medical, or investigative exemption.
Match Grant Photos to Records
A face alone should never carry the identification. Match the photo with the booking number, booking date, facility, date of birth, and case. Then use the release or transfer record to answer what happened next. The court order explains legal authority, while PHRJCF records the physical exit and destination.

If the jail result vanished, check VINE and both Grant court levels. A person sentenced to state prison may next appear in the WVDCR prison tool with a photo. An ICE or USMS destination means the person changed custodians. The image from the Grant booking does not establish the status in the next system.
Grant Arrest Photos in News
Grant County Press, WHSV, Sheriff social posts, and agency releases may carry an arrest photograph. They can help identify the agency, date, or case. They do not become a release record merely because they remain online after the jail entry disappears. A report published at arrest can be accurate about that event and still be silent about a later bond, transfer, acquittal, dismissal, sentence, or discharge.
Commercial mugshot and data sites are even weaker. Their images may be scraped, dates may refer to arrest rather than release, and names may be mismatched. No such site is linked here. Payment or removal claims from an outside publisher do not alter the official court or corrections record. Return to WVDCR, the Sheriff, or the appropriate court clerk for the source document.

Grant Mugshots After Expungement
Expungement makes a missing search result especially hard to interpret. Under §61-11-26, the waiting period for an eligible conviction runs from the later of conviction, completion of incarceration, or completion of supervision. The main periods are one year for one misdemeanor, two years for multiple misdemeanors, and five years for an eligible nonviolent felony. Section 61-11-25 addresses qualifying dismissed or acquitted matters and certain diversion or deferred outcomes.
A granted order directs sealing and deletion of public electronic references. That can remove a government search result while an old copied image remains on a news or commercial server. Do not infer that the public agency still publishes the photo. Obtain the order, ask the agency that hosts the official image to apply it, and direct any separate correction request to the outside publisher that controls its own copy.

The screenshot is a source view of the law. Only a court order in the person's case determines whether a particular record was expunged.
Correct Grant Mugshot Records
Send a correction to the source that owns the error. A wrong court disposition goes to the Grant clerk with the case number and signed order. An incorrect custody date or mismatched photo goes to PHRJCF or DCR Records with the booking and release documents. A registry error goes to the West Virginia State Police. VINE repeats agency-fed information, so reconcile the originating custody entry first.
Keep a copy of the image source, access date, and matched booking details before asking for a correction. State the precise error and attach the official order or facility record that resolves it. A general claim that an image is old will not tell an agency whether the identity, case result, custody date, or public-access status is wrong.

Sensitive addresses, medical facts, victim information, family contacts, or a supervision itinerary are not needed to verify an image or custody change.
Note: A current official image can help confirm identity, but the release log and court order establish what happened after booking.
