To find someone released from the WVDCR state prison system after a Grant County case, use the statewide prison channel rather than a county or regional-jail roster. A Grant County sentence does not determine where the state places a prisoner. The correct records can show a projected date, a parole decision, an actual discharge, or a transfer within the system. Those are different events. Matching the prison record to DCR Records, the sentencing court, VINE, and parole sources helps establish whether the person left state custody or only changed locations.

WVDCR Prison Release Paths

The West Virginia Division of Corrections and Rehabilitation operates the state prison system. A person sentenced in Grant County can be assigned or transferred anywhere DCR determines. There is no separate state prison in Grant County that serves as the county jail. Geography alone is therefore a poor search method. Use the statewide prison channel when the court judgment commits the person to DCR prison custody.

A state-prison exit can be sentence discharge, parole, conditional release, mandatory supervision, or a transfer. Physical release may begin a supervised phase rather than end every part of the sentence. A transfer between DCR sites changes location but does not end DCR custody. The correct proof depends on the event: DCR Records for the discharge or time sheet, the Parole Board for a parole decision, Parole Services for field supervision, and the sentencing court for the judgment.

Search WVDCR Prison Records

The gateway separates Daily Incarcerations, regional-jail search, prison search, and escapee or absconder information. Choose “Offender Search (Prisons)” for a person serving a state sentence. Do not use Daily Incarcerations as a release list. Do not use the regional-jail channel after a confirmed prison commitment. The public prison search is strongest for a current record and a projected date.

Government guidance says a result can show the name, prison location, and photograph if available. Opening “More Info” supplies date of birth and the exact field “Projected Release Date,” along with offense or order information described by official guidance. The research did not confirm that fully discharged records remain in the public interface for a fixed period. A no-result is not proof of release or proof that no state custody occurred.

  1. Open the WVDCR gateway and choose the prison search.
  2. Enter the complete name or identifier offered by the form.
  3. Open “More Info” for a likely match.
  4. Compare date of birth, image if present, location, and offense or court facts.
  5. Record the exact date label and access date without changing its meaning.
  6. Use DCR Records for a completed discharge or an unexplained no-result.
Projected is not actual. A displayed estimate does not certify that the person left DCR custody on that date.

WVDCR Release Date Language

Three official labels answer different questions. “Projected Release Date” is the public prison-search estimate. A minimum discharge or final release date is a DCR time-sheet calculation. PED means parole eligibility date, when the person becomes eligible for consideration. Section 62-12-13a expressly says an eligibility date creates no right to release. None should be rewritten as an actual exit date without a completed agency record.

If a projected date passes, reopen the live record. Then check VINE for an agency-fed event and contact DCR Records about a revised time sheet, credit change, consecutive sentence, detainer, or data lag. Never convert an old projection into a historical release date merely because it is in the past.


WVDCR Good Time Calculations

West Virginia Code section 15A-4-17 awards one day of good time for each eligible day physically incarcerated for covered adult commitments, including presentence jail days credited by the sentencing court. Good time is deducted from the maximum of an indeterminate sentence or from a fixed determinate term. No such credit accrues for time on parole, bond, or another nonincarcerated status. Life sentences receive no statutory good time, and consecutive sentences are combined for calculation.

Disciplinary violations can cause forfeiture. The commissioner may approve restoration. Extra credit may be awarded for qualifying service or approved academic and vocational work within the statute's limits. DCR must provide a computation statement and revise it when forfeiture, restoration, or added credit changes the earliest discharge. These rules explain why a projected field can move.

The research found no general West Virginia rule requiring every state inmate to serve 85 percent of a sentence. Do not import the federal shorthand. State calculations instead depend on section 15A-4-17, offense-specific limits, mandatory minimums, firearm rules, life-sentence treatment, court-awarded jail credit, discipline, and supervision provisions.


Request WVDCR Discharge Records

DCR Records is the main fallback for a former prisoner whose completed release cannot be confirmed online. Request the final time sheet, minimum-discharge or final-release calculation, discharge certificate, and any revision involving forfeited, restored, or extra good time. If parole or conditional release applied, request the corresponding verified order and the facility release entry. Include a full name, date of birth, OIS number, sentencing case number, and a narrow date range.

DCR Policy 142.00 supplies a record-request route and lists $0.15 per one-sided page up to 8.5 by 14 inches, plus actual postal cost, paid in advance. Exempt or protected content may be redacted. West Virginia FOIA requires reasonable specificity and provides a five-day response framework excluding weekends and legal holidays.


WVDCR Parole Release Proof

The West Virginia Parole Board is independent of DCR and makes parole and revocation decisions. WVDCR Parole Services supervises parolees in the field. That separation means a Board order proves the decision, while the DCR facility record proves physical release. Parole Services confirms the supervising unit or later discharge, subject to disclosure limits.

A regional-jail parole grant has an added timing issue. Board guidance says the individual first transfers to a DCR facility for intake and fingerprinting, and advises anticipating seven to ten days before actual release. A Grant detainee can therefore have a grant date, a transfer date, and a later physical-release date. Record each separately.

Both the Moorefield and Martinsburg Parole Office pages list Grant County. No public person-to-office assignment tool was found. Call an office to identify the correct unit instead of guessing from a residence. Probation is different: ordinary Grant probation is a Judiciary and court status, not DCR parole.


WVDCR VINE Custody Events

West Virginia VINE covers WVDCR and all ten regional jails. A released or out-of-custody result means the reporting agency sent a custody change. It may not explain the legal reason, exclude another hold, or show that supervision ended. DCR also delays a transfer notice until arrival at the receiving facility for officer safety.

Use VINE as an alert and corroborate it. Match the reporting agency, location, offender identifier, date of birth or age, and event date when supplied. If the prison search disappears while VINE reports a transfer, request the DCR transfer record. If VINE reports release, obtain the discharge certificate or release entry. An open Grant court case does not automatically contradict physical release because bond and other pretrial releases can occur while prosecution continues.

Resolve WVDCR Record Conflicts

Match each dispute to the source that creates the fact. The signed Grant court order controls the sentence, bond, dismissal, probation, and jail-credit award. DCR Records controls the time sheet, facility movement, discharge certificate, and actual state-custody exit. The Parole Board controls a grant, denial, or revocation decision. Parole Services controls field assignment and supervision status.

A missing public record can result from spelling, scope, transfer, data lag, search error, or sealing. Keep a source log with names, identifiers, systems, dates, and error messages. Search the regional-jail channel if prison commitment is uncertain, and review both Grant court levels. Use BOP or ICE only when the custody record points to those systems.

Before stating a completed WVDCR release, capture matched identifiers, facility or system, actual release date, release versus transfer type, authorizing document, destination when releasable, and follow-on supervision if relevant. If only VINE or the public search is available, describe it as an agency-reported result and name the missing proof.

A past projected date and a missing result are only leads. The discharge certificate is the best source for completed state custody. A transfer record instead directs the search to the receiving unit. Keeping those outcomes separate avoids turning a change in public visibility into an unsupported release claim.
