Search Grant County Released Inmates

A Grant County released inmate search requires more than checking a local jail roster. Grant County released inmates usually leave a state-run regional jail record, a court trail, and sometimes a supervision or custody-notification record. Search for Grant County released inmates by first identifying the right custody system, then matching the person and case across official sources. Grant County released inmates may have entered the community, started parole or probation, or moved to another agency. Each result must therefore be read for what it proves, what it omits, and whether the event was a release or only a transfer.

Understanding Grant County Releases

Grant County has no ordinary county jail roster of its own. People arrested locally are normally transported to Potomac Highlands Regional Jail and Correctional Facility in Augusta, which is in Hampshire County. The West Virginia Division of Corrections and Rehabilitation operates that regional facility and keeps its custody and release entries. The Grant County Sheriff may hold arrest, transport, extradition, or home-confinement records, but those records do not replace the regional jail's release record. That split is the key to a sound search.

Release can mean a physical return to the community after bond, dismissal, time served, misdemeanor expiration, or another valid court order. It can also mean physical liberty under probation, parole, conditional release, mandatory supervision, or home confinement. In other records, the word may mark a handoff to a prison, another regional jail, a hospital, ICE, the U.S. Marshals Service, or an out-of-state agency. The destination field decides whether a Grant County release was a community exit or continued custody elsewhere.

Discharge
Formal completion of the custody or supervision term shown by the responsible agency's record.
Time served
A court disposition crediting time already spent in custody; the facility still confirms the actual exit.
Detainer
A hold or request from another authority that may block community release after one case ends.
Transfer
Movement from one custodian to another, not release into the community.

Grant County Release Types

The release code must be read with the legal paper behind it. A bond order permits pretrial release but does not decide the charge. A parole grant is a Board decision and may precede physical exit. A sentence expiration requires the corrections calculation and discharge record. These distinctions affect both the source to search and the words used to describe the result.

Release typeMeaningBest next record
Bond or recognizancePretrial community release authorized by a courtBond order plus PHRJCF exit entry
Dismissal or acquittalThe named charge ended without convictionSigned court order and facility record
Time served or expirationThe ordered jail or prison custody term was metJudgment, time sheet, and discharge certificate
Parole or probationCommunity placement with continuing supervisionBoard or court order and supervising office
Home confinementCourt-ordered electronic monitoring outside the jailCourt order and Sheriff program record
Agency transferCustody continued with DCR, ICE, USMS, or another jailTransfer entry naming the receiving agency

Question: Does a missing jail result mean release? No. It can reflect a transfer, spelling issue, data lag, correction, sealing, or system error. Confirm the event with the source that created it.

Note: Escape and death may end a roster entry, but neither should be described as a lawful community release.

Grant County Release Record Fields

No single document contains every possible fact about Grant County released inmates. A booking and release log proves the custody event. The court order supplies legal authority. For a state sentence, a time sheet or discharge certificate documents the corrections calculation. Parole papers identify the Board action, while a transfer record identifies the next custodian. Requesting the fields below helps prevent a bare date from being mistaken for a return to Grant County.

FieldWhat it shows
Full name and identifierConnects the entry to the correct booking or OIS record.
Booking date and numberTies the later release event to the original confinement.
Releasing facilityIdentifies the custodian responsible for the physical event.
Release or transfer date and timeRecords when custody at that facility ended.
Case and charge numbersLink the event to the controlling court matter.
Release type or codeStates bond, expiration, parole, transfer, or another event type.
Authority or orderNames the court, Board, or DCR paper that authorized action.
Destination or receiving agencySeparates community release from continued custody elsewhere.
Supervision to followShows parole, probation, home confinement, or another condition when recorded.

West Virginia DCR Policy 457.02 supports this field-by-field approach. Staff must identify the person and match the eligible date, case numbers, charges, and valid authority before release. Felony expiration uses a verified discharge certificate from Central Office Records. Misdemeanor expiration uses the OIS sentence calculation. Those checks are far stronger than an inference drawn from a name leaving a search screen.

Request Grant County Release Records

For confinement at PHRJCF, direct the request to DCR or the facility. Ask the Sheriff only for records created by that office, such as arrest, transport, extradition, or home confinement. West Virginia FOIA, W. Va. Code §29B-1-3, requires a reasonably specific request. The custodian must act as soon as practicable and within five days, excluding weekends and legal holidays, by producing the record, setting an inspection time, or giving a written reason for denial.

  1. Identify the person with a full legal name plus a birth date, booking number, OIS number, or case number.
  2. Name Potomac Highlands Regional Jail and give a useful confinement date range.
  3. Request the booking and release or transfer entry, including time, type, authority, destination, and receiving agency.
  4. For a state sentence, add the final time sheet, discharge certificate, and any parole or conditional-release order.
  5. Ask the appropriate Grant clerk separately for the bond, dismissal, sentencing, probation, or discharge order.
  6. Request electronic copies and ask that each withheld part be tied to its statutory exemption.

DCR Policy 142.00 lists a charge of $0.15 for each one-sided page up to 8.5 by 14 inches, plus actual postal cost, paid in advance. FOIA permits actual copying cost but not search, retrieval, or staff-time charges disguised as reproduction fees. Medical, victim, juvenile, investigative, security, and other exempt content may be withheld or redacted. The official FOIA timing and cost page shown in the captured source illustrates the governing response framework.

The statute image is a source reference, not the requested release record itself. A precise request still goes to the office that holds the entry.

Expunged Grant County Release Records

A no-result can have a legal cause. Under W. Va. Code §61-11-26, the waiting period for eligible conviction expungement runs from the later of conviction, completion of incarceration, or completion of supervision. The principal periods are one year for one misdemeanor, two years for multiple misdemeanors, and five years for an eligible nonviolent felony. Section 61-11-25 separately covers eligible dismissals, acquittals, and some diversion or deferred-adjudication outcomes.

When relief is granted, the Judiciary's process can seal the file and remove public electronic references. That makes the true end of supervision or discharge date important, but it also makes an empty online search inconclusive. Do not treat a missing Grant County release record as proof that the custody event never occurred. Access must follow the sealing order and current law.

Note: Correct a court disposition with the clerk and a DCR custody date with DCR Records, using the source document for support.

When Grant County Releases Occur

PHRJCF publishes no facility-specific release hour or public exit door. A court event may authorize release, yet facility staff must still perform the secure identity and document checks required by DCR Policy 457.02. That process includes matching the person, date, charges, case numbers, and authority. Another case or detainer can also delay or redirect the event.

DCR Policy 457.09 permits a jail releasee to call family or friends, including by long distance, to arrange transportation. Call PHRJCF at 304-496-1275 before traveling to Augusta. A promised time based only on a court docket should not be treated as a confirmed exit time.

Grant County Release Volume

The regional facility's volume gives context, but it is not a Grant-only count. The WVDCR FY2024 annual report lists 1,324 admissions and 1,229 releases at PHRJCF in FY2024. It lists 1,533 admissions and 1,487 releases in FY2023. PHRJCF serves Grant, Hampshire, Hardy, Mineral, and Pendleton Counties, and its figures cover the full facility population.

The totals show why a state-run regional system matters to local searching. They cannot support a claim about the number of Grant County released inmates without a county-specific source.

ID After Grant County Release

West Virginia law gives some DCR releasees a direct identity-document path. Under §17B-2-1c, DCR may issue an eligible person a no-cost temporary identification card during the seven days before release. The card remains valid for 180 days, and DMV must accept it for the specified proof of identity, age, and residency. DCR's property policy also places an existing driver license, Social Security card, or other identity paper in the legal file for release.

These rules can help with practical reentry, but they do not identify the legal reason for release. Use the facility record for custody dates and destination. Use the court order for the disposition. If an identity or property entry is wrong, address the office that created or kept that record.

Find Grant County Released Inmates

The best search follows the path of custody. Begin with the arresting and committing facts, not with a broad assumption that every person remained in Grant County. PHRJCF is outside Grant County, while state prison, federal, and immigration placements may be far outside the region. Match full name, date of birth, booking or OIS number, and case number whenever the source provides them.

  1. Search the WVDCR jail channel for a person believed to be at PHRJCF, and record the matched identifiers rather than relying on name alone.
  2. Search both Grant Magistrate and Circuit Court records for bond, dismissal, sentence, time-served credit, probation, revocation, or transfer entries.
  3. Check the WVDCR prison channel if the jail result vanished or the court imposed a state-prison term.
  4. Check West Virginia VINE for a reported custody event, while allowing for reporting delay and limited detail.
  5. Use Parole Services or Grant Probation when the order shows community supervision.
  6. Use BOP, ICE, or the federal docket only when the facts point to that custody system.
  7. Request the PHRJCF release or transfer entry when public screens do not prove the event.
Important: A released person normally drops off a live jail search. That screen is built around current reported custody, so absence is only a lead.

For a focused explanation of ongoing supervision, the Grant County parole and probation resource separates Board parole from court probation.

Grant County Offender Search Paths

The WVDCR offender-search gateway separates Daily Incarcerations, Offender Search for Jails, Offender Search for Prisons, and Escapees and Absconders. Daily Incarcerations is a dated admission tool, not a release list. Use the jail search for current regional-jail custody and the prison search for a person serving a state-prison sentence. The public gateway did not promise that discharged records remain searchable as a complete archive.

The official menu is visible in the captured WVDCR source below.

The separate choices matter because each answers a different question. Selecting the wrong custody channel can turn a transfer into an apparent disappearance.

For completed state-prison release, ask DCR Records for the discharge certificate or final release entry. A projected date that has passed should be rechecked rather than converted into an actual date.

Grant County Release Court Trail

Grant criminal cases can split between two levels. Magistrate Court handles bail, misdemeanors, warrants, and early felony proceedings. Circuit Court handles felonies and has general jurisdiction. A felony matter may start under a magistrate number and continue under a circuit number. Search both before deciding why PHRJCF custody ended.

The Magistrate Record Search accepts a first name, last name, or case number and returns up to 30 entries, but it does not supply the source documents. The West Virginia court access gateway provides the circuit route. Obtain the signed order from the clerk and match its case number to the jail record.

Question: Can a bond entry prove physical release? It proves authority in that case. PHRJCF still supplies the actual exit time, while another warrant or detainer may keep custody in place.

Note: A court controls what it ordered, while the jail controls its physical release or transfer log.

Grant County Release Status Sources

West Virginia VINE covers all ten regional jails and WVDCR custody, including the PHRJCF route used by Grant County. It can report an agency-fed status change and offers telephone or email notice. Yet VINE is not a certified release order. DCR may delay a transfer notice until the person arrives at the receiving facility, so timing must be checked with the facility and court.

Federal paths remain separate. The BOP locator can show “Released” or “Not in BOP Custody” and a release date for records within its scope. That means BOP custody ended, not that another custody or supervision term did. ICE's locator covers current detainees and, under ICE guidance, persons released from ICE custody within the past 60 days. USMS has no comparable public historical release locator; use the federal docket and request the relevant disposition record.

Grant County Release Record Holders

The correct record holder depends on what happened after arrest. Potomac Highlands Regional Jail keeps the regional custody exit. The Sheriff documents its own arrest, transport, extradition, and home-confinement work. DCR prison records cover state commitments. Grant courts explain bond, sentence, probation, and discharge orders. Federal and immigration agencies answer only for their own custody.

  • Potomac Highlands Regional Jail and Correctional Facility: regional jail custody, community release, or transfer.
  • Grant County Sheriff / short-term arrest and transport function: Sheriff-created arrest, transport, and home-confinement records.
  • WVDCR state prison system: statewide prison placement, projected date, discharge, and parole path.
  • Grant County courts and probation: legal orders, dispositions, and ordinary probation.
  • Federal Bureau of Prisons / federal custody: sentenced federal custody and BOP release status.
  • ICE custody: immigration detention and limited recent-release results.
  • U.S. Marshals Service: federal remand, transport, and agency handoff records.

A record that names another receiving agency should be followed into that system. It should never be shortened to “released to Grant County” without support.
